Welcome everybody to our Newsletter
for August/September 2006! It is certainly
great to be back in touch with you all
again and, as always, I would very much
like to take this wonderful opportunity
to sincerely wish everybody good health,
prosperity, happiness, peace and harmony.

In addition, I would very much like to
convey my heartfelt thanks to all, our
valued members, who have taken the
time to write, and for sharing with us
all. In this respect, your welcome and
most appreciated messages and
contributions are greatly valued.

Please join with me in extending a very
warm and sincere Pacific Island welcome
to, once again, the incredible and
fantastic number of new members who have
joined us since our last Newsletter!

OBJECTIVES

This Newsletter is a listening guide to the
many wonderful listeners of our Internet
Pacific Islands Radio Stations.

In addition, the Newsletter will focus on
issues relating to Pacific Island music. It
will also embrace some of the exciting changes
taking place in the Internet Radio Revolution,
as well as updated information on our Pacific
Island Artists, Programming and Playlists.

NEWS AND VIEWS

To you all, our valued subscribers and
listeners! I would like to extend my very
sincere apologies for the delay in sending
out our August/September 2006 Pacific
Islands Radio Newsletter (Island Music).
This delay is due to a number of significant
changes that I have outlined below for your
kind consideration, continued support and
understanding. Thank you so much.

In this edition of our Pacific Islands Radio
Newsletter, I would like to take the opportunity
of presenting a short discussion of some of the
changes taking place that have been impacting,
and will continue to impact on the International
genre of Internet Radio broadcasting. I would
also like to discuss in some detail the specific
ramifications of these changes as they relate
to our Pacific Islands Radio.

At the broader level these changes are a
consequence of the payment of royalties on
International music being broadcast from a
server situated in the United States of
America. Originally, as a broadcaster, I
was able to broadcast sound recordings
that are authorized for performance in the
United.States, along with other sound
recordings for which I had the permission
of the artist to broadcast. This requirement
has now been altered in that I am now
required to only broadcast sound recordings
that are authorized for performance in the
United States of America. In this context,
the situation regarding the broadcasting of
the music of the many talented musicians and
artists from the Pacific region whose music
is proudly being featured on Pacific Islands
Radio has not yet been resolved. These
artists and, in many cases, even their recording
labels, are not known in the United States.
Indeed, the question of collecting royalties
as well as the question of who should collect
these royalties, are quite complicated issues.

In order to ensure ongoing compliance with the
United States' Digital Millennium Copyright Act
(DMCA) and the Live365 Broadcaster Agreement,
I have somewhat reluctantly decided to
amalgamate our www.pacificislandsradio.com
Internet Pacific Islands Radio Stations in order
to ensure that a continuous, free, and extended
service can be provided in the light of these more
stringent legal requirements pertaining to Internet
broadcasting.

These changes, which are now underway, involve
progressively merging the four Internet stations
into our flagship station - Pacific Islands Radio:

As a result, the above flagship station will
remain free, and, after the amalgamations, will
be able to provide an extended range of services.
In addition, this integrated station will be able
to ensure ongoing compliance with the requirements
of the United States' Digital Millennium Copyright
Act (DMCA).

The two stations: Micronesia Music Radio and
Pacific Music Radio have already been merged
into the above station and are remaining available
courtesy of Live365.com for the benefit of those
many good people (VIP Preferred Members)
who have already become paying members of
those two stations, along with the kind folks
who have subsequently become paying members.

Radio Melanesia will continue as a free station
until February 2007, at which time the Playlist
will be fully merged into the Pacific Islands
Radio Playlist.

In terms of programming, Internet broadcasters
are required to comply with the following conditions
in order to ensure legality of their broadcasts. In
this respect, broadcasters are not allowed to:

- Play more than 4 songs by the same artist (or 3
in a row) within a 3-hour period.
- Play more than 3 songs from the same album (or
2 in a row) within a 3-hour period.
- Set a Playlist that is less than 3 hours long playing
on a continuous loop.
- Play a song within 1 hour of its being requested.
- Publish an advance program guide that says what
you will be playing.
- Play bootlegs, mash-ups, unauthorized or
unreleased recordings.

These requirements ensure that a wide range of
artists are available in each Playlist and that no
particular artist receives preferential treatment.
On the downside, they also ensure that specialised
programming may not always be possible. As a
consequence, our Micronesia Music Anthology has
been discontinued, although our Gospel Music
programs are legal broadcasts and will be continued.

In summary, all our Internet stations will be merged
into our flagship station -

Pacific Islands Radio:
http://www.live365.com/stations/janeresture 
which will remain free as well as catering for add-free
paid subscribers. This station will feature an extended
Playlist and will provide a greater range of services.

Radio Melanesia:
http://www.live365.com/stations/janeres
will remain free until February 2007 when
it will be merged with Pacific Islands Radio.

Pacific Music Radio:
http://www.live365.com/stations/drjaneresture
and Micronesia Music Radio:
http://www.live365.com/stations/jane_resture are
remaining available courtesy of Live365.com for
the benefit of those good people who have already
become paying members (VIP Preferred Members)
of those two stations along with the folks who
have subsequently become paying members.

I do sincerely hope that these changes have not
inconvenienced our valued listeners. The changes
are considered to be necessary to ensure the future
continuation of our beautiful Pacific Island music
to all of you, along with our valued audience around
the world.

FEATURE ARTISTS

BLACK ROSE

In the view of many of us, Black Rose is,
without a doubt, one of the most popular
Fijian groups in the South Pacific. Their
music successfully combines the traditional
rhythms and songs of the Fijian people with
modern and contemporary arrangements.

The smooth and distinctive sound of Black
Rose has made their album: "Voices of
Nature" extremely popular in Fiji. Their
subsequent album: "Kila...?" is asking the
Fijian people to look within themselves and
to understand that to build a better society,
we must begin within ourselves. This album
is digging deeper than "Voices of Nature".
In this album they have managed to fuse
the three most common musical style of
the Fijian community (Fijian, Hindi and
Rotuman).

THE SALTWATER BAND

From Australia, The Saltwater Band consists
of eight musicians from remote Elcho Island
off the coast of North East Arnhem Land.
Their two albums, Gapu Damurrun and
Djarridjarri/Blue Flag showcase two styles of
contemporary indigenous music. Contemporary
traditional songs (such as 'Gopuru' and 'Mala
Rrakala') that sound as though they were written
yesterday but, in fact, are over 10,000 years
old; and new contemporary pop songs such as the
reggae/ska influenced 'Saltwater Music', and the
beautiful 'Gurrumul History'.

The Saltwater Band's central focus is Geoffrey
Gurrumul Yunupingu, the band's most
experienced member having toured extensively
in the days when he was a member of Yothu
Yindi and a major contributor to that band's
very successful Tribal Voice Album. Gurrumul
has been described as a brilliant musician and
outstanding songwriter. The Saltwater Band
has given Gurrumul the opportunity to further
highlight and develop his songwriting talents
in his own band.

The other major influence in The Saltwater
Band is Manuel Nulupani Dhurrkay, lead singer,
and with Gurrumul a major song writing influence
for the Band. Manuel's strong vocal leads set the
tone for The Saltwater Band's unique harmonies.
Geoffrey and Manuel write songs both to
entertain and educate their audience about the
strong traditional ties they have with their
land, their culture and their people.

THE BULA BAND

The Bula Band is a group that performs at
a popular Fijian resort. Their members include:
lead guitarist Iosefo Tuna, along with musicians
Epel Raikuna, Jim Luita, J Ross and ukelele
player and vocalist Nemaya Kavika. In Fijian,
Bula means 'Welcome', 'Hello' and 'Praise Be',
and everywhere in Fiji people greet one another
this way with a big wide grin.

The Bula Band performs each evening on the
floor around a kava bowl alternating between
singing in four-part harmony and drinking kava.
Singer Nemaya Kavika is a medicine man and
remarkably knowledgeable herbalist. His singing
voice is amazingly smooth and silky - they just
don't make voices like this anymore... Sample
his version of 'Til There Was You'. This version
is now proudly featured on our Pacific Islands
Radio Playlist.

COMING EVENTS

The 3rd Melanesian Arts and Cultural Festival
opens in the Fijian capital, Suva, on 2nd to
11th October 2006. The Festival will feature
Melanesian life, its arts and dances, with
more than 1000 artisans from Papua New Guinea,
Solomon Islands, Vanuatu, New Caledonia and
host Fiji. The participation of other indigenous
groups from Australia, including the Torres Strait
Islands, East Timor and West Papua may also
be a feature of the occasion.

The Suva Melanesian Festival will carry the
theme: "Living Culture, Living Tradition."

Guests to the festival will be treated to seeing
age-old craftsmanship, processes and techniques
of making masi (tapa), carving, weaving, culinary
skills and traditional medicine. These artistic and
cultural demonstrations will be held throughout
the day at Sukuna Park which will also host the
daily lunch time cultural entertainment.

In downtown Suva, the park is one of several
waterfront venues for the festival. The across-
the-road Suva Civic Centre will host the arts
and craft exhibition.

Melanesian artefacts will be on sale at the
adjacent Civic Centre car park. Organisers
hope to erect five grass huts there for each
of the participating nations and turn it into
a Melanesian Festival Village.

The second final day of the festival, the 10th
October 2006, will be Fiji Day, the anniversary
of the nation's independence from Great Britain
in 1970, and to reflect this, visiting artisans will
be guests of their host country at the celebrations.
School visits are also planned to allow artists to
share their culture with the children of Fiji.

A highlight of the 3rd Melanesian Arts and
Cultural Festival will be the opening and
closing ceremonies as the host, Fiji, is challenged
to showcase the finest of its arts and dances. A
feature artist will be Laisiasa Veikoso, currently
Head of Music at the Fiji Institute of Technology,
whose beautiful music is proudly featured on
our Pacific Islands Radio at:

With the exception of the opening and closing
ceremonies which will be held at the Post Fiji
Stadium, near the campus of the University of
the South Pacific, all activities of the festival from
art exhibition, music concerts, handicraft sales to
cultural performances will be concentrated on
Suva's waterfront.

wishes to everybody associated with this 3rd
Melanesian Arts and Cultural Festival to which
everybody is most welcome!

Hi Jane, I hope you can help me. First, I'll give
you some background about myself. I'm retired
(65 yrs old) and currently living in Arizona. At
he age of 11 my family moved to Hawaii where
I lived from 1952 until 1959. I was very lucky to
have lived around many of the Samoans that lived
there, too. Although I'm very (palagi), people at
school thought I was part Samoan because of my
closeness with the Samoan families. Now, here's
where I need your help or advice. There was a
very famous Samoan song during that period
called "Let me hear you whisper". I've been trying
to find it for years, but have been unsuccessful.
Can you steer me in the right direction? I would
appreciate it very much...

Hello all, I lived on Nauru Isle from '87-'92
along with my friend "Saskia" and we are
trying to make a collection of the music that
we used to listen to on the island. We are
having trouble finding an old reggae song,
the lyrics went something like this: Oh, I feel
good, drinking more rum than I should, you
never thought that I would......Does anyone
know of that song, where it comes from or
who sings it???

Margaret Agigo (Agiangang) was my best
friend, I haven't heard from her for a while.
I would love to get back in touch with her.
Does anyone know how I can get back in

"Promise" ( 23rd Psalm? ). I voted thumbs down
on most of her songs ( too modern ), but I really
love this one. Last time it came up, it wasn't even
that song. It said " Promise " but the song playing
